The Arlington County Community Services Board offers homeless case management services through its Treatment on Wheels (TOW) program. The program provides assessments, case management and linkages for adults with serious behavioral health disorders or substance abuse problems who are homeless to appropriate services and housing resources. Individuals who are homeless may receive services at local shelters and through street outreach.
