Peninsula Institute for Community Health is a Hill-Burton clinic which offers free or low cost health care, if eligibility requirements are met. Each Hill-Burton facility can choose which types of services to provide at no charge or reduced charge. After the required amount of free/reduced rate services has been met for the year, the facility can stop.

Congress passed a law in 1946 which gave hospitals and other health facilities money for construction and modernization. In return, the facility must provide a reasonable volume of services to persons unable to pay and make their services available to all persons residing in the facility's area
